§ Mr. SproatI am aware that Miss Prudence Leith, OBE, chairman elect of the Royal Society for the encouragement of Arts, Manufactures and Commerce, is putting proposals together for a statue to go on the empty plinth, which she intends to submit to the Department later this year. We shall carefully consider any proposals received. Under the Public Statute Metropolis Act 1854, the Secretary of State must approve the erection of any statute in London.
