§ Mr. SackvilleThe external financing limits set for each trust are annual targets. Performance against them is measured at the year end and reported in trust annual accounts. External financing limits are equivalent to a cash limit on both revenue and capital expenditure by trusts. There is therefore no direct relationship between under or overshooting the limit and capital expenditure.
