§ Miss WiddecombePeople whose claims to invalidity benefit are disallowed and who register with the Employment Service have immediate access to a 1E1111 range of provision to help them return to work. This help includes referral to training programmes run by training and enterprise councils and local enterprise companies as well as the advice, assessment and guidance, and where necessary specialist services for people with disabilities, which are available directly from the ES. These arrangements will continue and be expanded following the introduction, from April 1995, of incapacity benefit.
