§ Mr. SackvilleRoutine testing of all blood donations for antibodies to the hepatitis C virus was introduced in September 1991 when the expert committee advised that sufficiently reliable tests, including confirmatory tests were available. In considering their advice the expert committee took into account the experiences of other countries, including EU countries and the United States.
