Powell, what proposals he has to issue new guidelines to require the participation of general fundholders in inquiries such as the one agreed with Mr. Powell.
§ Mr. RedwoodThere are no plans to issue guidelines. Informal inquiries of the kind offered to Mr. W. C. Powell, do not include powers to compel the attendance of witnesses. There is no distinction to be drawn between fundholders and non-fundholders.
