§ Mr. Michael ForsythMr. Fenton's case has been reviewed twice by the parole board—most recently in October 1992—but the board has not yet recommended that Mr. Fenton is safe to release. My right hon. and learned Friend has no power to release a mandatory life sentence prisoner without a positive parole board recommendation.
The next review of Mr Fenton's case by the parole board will begin in July 1995.
