§ Mr. NorrisThe Transport Research Laboratory carries out six-monthly surveys of seat belt wearing rates. The most recent survey in October 1994 indicated that nationally 92 per cent. of drivers, 93 per cent. of front seat passengers and 67 per cent. of rear seat passengers were wearing seat belts in cars.
