What is their estimate of the amount of fuel that would have been used by cars transported by Motorail in 1994 if journeys had been made by road rather than rail.

The total number of cars carried by Motorail in 1994 was in the region of 17,500. A number of factors would need to be taken into account in assessing the amount of fuel the cars might have used if they had travelled by road. These include length of journeys, route used, type of fuel, size of engine, and speed of travel. Information on those factors is not available.
