To ask the Secretary of State for the Home Department what considerations has been given by his Department and other interested Government Departments to the establishment of a national agency to manage the custody and supervision of persistent juvenile offenders as recommended in the sixth report of the Home Affairs Committee (HC 441) of Session 1992–93.

The Home Office is considering this recommendation against the background of charges to the law on juvenile offenders contained in the Criminal Justice and Public Order Act 1994.
