§ Mr. Roger EvansDetails of the changes announced in my right hon. Friend the Secretary of State's uprating statement on 30 November 1994 were issued to all local authorities in mid-December. Officials are currently discussing the housing benefit proposals with the local authority associations before preparing regulations and detailed guidance, which will be issued to all authorities nearer to the October 1995 implementation date.
