§ Mr. David DavisThe principle of subsidiarity applies to all Community decisions. Article 3b of the Maastricht treaty makes this clear, as do the conclusions of successive European Councils since Lisbon in June 1992, and the October 1993 inter-institutional agreement.

§ Mr. David DavisWe examine closely the subsidiarity implications of all Community decisions, and have done so since long before the Maastricht treaty entered into 403W force. The incorporation of subsidiarity into article 3b of the treaty and the undertakings by the Council, Commission and the European Parliament in the 1993 inter-institutional agreement to ensure that subsidiarity checks form an integral part of their internal procedures have helped to entrench subidiarity further into all Community business.
