To ask the Secretary of State for Health if she will issue guidelines ensuring that the rights of access by patients to their own medical records shall extend to the school and community health records as well as hospital and general practitioner records; and if she will make a statement.

Mr. Sackville

The Access to Health Records Act 1990 gives individuals the right of access to health records compiled by or on behalf of health professionals in connection with their care. Records kept by the school health service or community health service are covered by the provisions of the Act. Guidelines issued in August 1991, HSG(91)6, apply equally to these records. Where the records are held on computer, the right of access is provided by the Data Protection Act 1984.
