Whether they will submit their decision to opt out of the European social chapter to a referendum.

The United Kingdom Government's refusal to accept the proposed new social chapter was enshrined in the Maastricht Treaty and approved by Parliament in agreeing to the ratification of that treaty. The question of a referendum on the issue does not therefore arise.
