To ask the Secretary of State for Wales how he proposes to protect the position of smaller district general hospitals.

Mr. Richards

Any substantial change in the use of a hospital requires extensive public consultation before it can be put into effect. If the proposals for change do not secure the backing of local community health councils in particular, they must be referred to my right hon. Friend for a decision.
