Mr. Morgan

To ask the Chancellor of the Exchequer, pursuant to his answer of 10 January,Official Report, column 9, if he will list the principal components of the changing split between administrative costs and programme spending; and if he will specify in which year they were accounted for, for the first time in the annual statistics.

Departmental running costs were first accounted for separately in 1986–87. The main components are:

  • Civil service pay, travel and subsistence, training etc;
  • current expenditure on accommodation, including rent, rates, utilities (eg water and electricity) and maintenance;
  • office services including stationery, postage, telecommunications, computer maintenance, etc;
  • comparable contracted out services (net of refundable VAT on qualifying service contracts).
