To ask the Secretary of State for Foreign and Commonwealth Affairs for what reasons the ministerial correspondence relating to the Ankara metro project under the aid and trade provision scheme was copied to No. 10 for prime ministerial approval; and if he will make a statement.

Mr. Baldry

In view of the size and importance of the Ankara Metro project, the ministerial correspondence on it was copied to No. 10 for the information—rather than the approval—of the Prime Minister.

Mr. Foulkes

To ask the Secretary of State for Foreign and Commonwealth Affairs for what projects under the ATP programme the papers were sent to No. 10 Downing street for the views of the Prime Minister between 1980 and 1992; at whose request; and if he will make a statement.
