To ask the Secretary of State for the Environment what technical or economic reasons arose from the research commissioned from the Building Research Establishment by his Department to inform the review of part M of the building regulations on why all new housing could not be built with level thresholds as an essential element of independent living for people with HIV.

The Government will shortly be consulting on proposals to revise the building regulations in England and Wales to make new housing more accessible to disabled people. One of the matters to be included in that consultation is the issue of level thresholds. A report on relevant research undertaken by the Building Research Establishment will be included in the consultation package.
