To ask the Secretary of State for Social Security if he will make a statement on the progress of the drafting of his Bill on discrimination against disabled people; and if he is yet in a position to undertake that the scope of the Bill and money resolution will be sufficiently wide to permit an amendment providing for a disability rights commission.

The Bill will be introduced shortly. I refer the right hon. Member to the reply I gave him on 12 December 1994,Official Report, column 539. It is not our intention to draft the Bill in such a way as to rule out full discussion of this issue.
