§ Mr. SoamesThe chemical weapons convention provides for a comprehensive, global and verifiable ban of a complete class of weapons of mass destruction and also for the destruction of very large quantities of existing chemical warfare agents. Once fully implemented, it will make a significant contribution to international security.
