To ask the Secretary of State for the Home Department if he will give the terms of reference of the review of the Government telephone preference service; if he will list the persons carrying out the review; when the review is expected to be completed; if he proposes to publish details of the review and its recommendations; and if he will list those telecommunications services companies with which the Government have agreements regarding instituting telephone preference at a time of emergency.

The terms of reference for the working party conducting this review require it to assess whether there is still a requirement for a scheme to provide assured access for essential users; and, if so, to identify options and associated costs; and to make recommendations to Ministers. It is chaired by a Home Office official and its membership includes representatives of the other Departments involved in emergency planning and of the major telecommunications service providers.

The intention is that the working party should produce an interim report by the autumn of this year; the date for the completion of the review will depend upon reaction to the interim report. Because some of the details in the final report are likely to be commercially sensitive, it is not intended to publish it; but the outcome will be made known to the House in due course. It is not the practice to provide details of a direction to a company under the Telecommunications Act 1984 which may include a requirement to provide an assured service in a time of emergency.
