To ask the Secretary of State for Education what criteria are normally employed by her Department when considering applications by secondary schools for the re-instatement of sixth forms; and if she will make a statement.

When deciding proposals for the addition of sixth forms, my right hon. Friend has regard to the criteria published in the circular on the supply of school places issued last November. These criteria address issues of choice, and diversity, need, quality and cost-effectiveness.
