§ Mr. Nicholas Baker[holding answer 17 February 1995]: The position on both articles 1000 and 7A of the EC treaty remains as set out by my right hon. and learned Friend. The draft external frontiers convention, if implemented, would provide for the mutual recognition of visas in certain circumstances but this convention has not yet been signed.
