To ask the Secretary of State for Social Security what are his objectives for the delivery of social security benefits.

§ Mr. Lilley
My principal objectives are:

to focus benefits on the most needy

to improve incentives to work and to save

to encourage personal responsibility

to bear down on fraud and abuse

and to ensure that the system does not outstrip the nation's ability to pay.
