To ask the Secretary of State for Foreign and Commonwealth Affairs when the Council of Foreign Ministers of the European Union agreed to remove the arms embargo on Syria; what considerations led to the decision; and how he informed the House of the decision.

I refer my hon. Friend to the reply given by my noble Friend Baroness Chalker of Wallasey, Minister of State for Foreign and Commonwealth Affairs in another place, on 7 December 1994Official Report, House of Lords, column 85. The arms embargo was lifted as the original grounds for imposing the restrictions no longer existed and to provide a signal of encouragement to Syria with regard to progress in the middle east peace process.
