To ask the Secretary of State for the Environment what standards his Department requires of private hostels used by persons on social security benefits.

Private hostels will usually fall within the definition of a house in multiple occupation contained in part XI of the Housing Act 1985. Under these provisions, local authorities have extensive powers to ensure that houses in multiple occupation are fit for the number of occupants. The Department's circular 12/92 sets out guidance to local authorities on the standards of fitness they might wish to impose in such cases.
