Mr. Milburn

To ask the Secretary of State for Scotland if he will list the termination payments made to chief executives and general and senior managers in each NHS trust since its inception, indicating the size and number of individual payments.

Lord James Douglas-Hamilton

[holding answer 13 February 1995]: This information is not held centrally. Consideration is being given to the collection of data on termination payments in Scotland.

Trusts borrow principally to support their capital investment activities, but may also borrow to cover working capital requirements. All the borrowing detailed was within agreed limits. Trusts use overdrafts to cover very short-term working capital requirements. The purpose of overdraft guarantees is to reduce the cost of this borrowing from the trusts' bankers.
