asked Her Majesty's Government:

How much is still owed by community charge defaulters; how many defaulters are involved; what is the average amount owed; and how many of those defaulters owe the full community charge for their area and how many were liable for 20 per cent. of the charge.

The outstanding arrears of community charge in England as at 31 March 1994 (the latest date for which comprehensive information is available) are estimated to have been £1.7 billion. Of this sum £155 million had been collected by September 1994, but no data are yet available centrally on further sums written off in this period.
