§ Dr. MawhinneyThe scheme for an A34 bypass of Newbury remains in the road programme. However, against the background of continuing public concern I wish to be quite sure that the present proposal is the right one. I have therefore put the scheme on hold and asked the 51W Highways Agency to look again at the plans for relieving congestion at Newbury and to report back as soon as possible.
