§ Mr. Douglas HoggWe welcome the Russian decision to agree to an Organisation of Security and Co-operation in Europe fact-finding mission to Moscow and Chechnya on 24 to 27 January which explored the possibilities for greater OSCE involvement. A United Kingdom official, the director of the OSCE office for democratic institutions and human rights, was a member of the team.
