§ Mr. Robin SquireAs of January 1995, a total of some 17,650 children between the ages of five and 16 years were receiving education "otherwise than at school" provided by local education authorities. Of that number, some 9,170 were registered at pupil referral units. The figure of 17,650 represents approximately 0.24 per cent. of the total of five to 16-year-old population in England.
