§ Lord James Douglas-Hamilton[holding answer 18 December 1995]: My noble and learned Friend the Lord Advocate has not reached any such conclusion. Criminal jurisdiction is a matter for the domestic laws of particular countries, but Scotland and the United States are the most appropriate jurisdictions for trial of the two accused, as has been recognised by the United Nations Security Council.
