§ Mr. HagueMiss Davies QC was asked to examine the relevant papers held by the various agencies concerned. The precise arrangements in respect of that examination were a matter for the examining team and the agencies, including the private establishment referred to in paragraph 11(ii). This was an independent investigation and the precise manner in which it was concluded was not a matter in which I or officials of my Department were involved.
