However, under article 8c of the EC treaty as revised at Maastricht, every citizen of the Union is entitled to protection by the diplomatic or consular authorities of any member state on the same conditions as the nationals of that state. This right has been implemented by decisions of the Council agreed in principle on 20 November 1995.
