However, researchers at the university of Birmingham investigated the financial impact of compulsory competitive tendering in the first three years—1989 to 1992—of competition under the Local Government Act 1988. They identified overall savings of 7 per cent. for local authorities in England and Wales across the service areas defined by the legislation, with variations by service area.
