Mr. Gapes

To ask the Secretary of State for Foreign and Commonwealth Affairs what funding his Department has given(a) civil liberties organisations, (b) the Campaign for Democracy, and (c) the constitutional rights projects in Nigeria, in the last five years. [3159]

Mr. Hanley

[holding answer 30 November 1995]: The Foreign and Commonwealth Office has funded specific projects designed to foster good government through a number of Nigerian non-governmental organisations in the last five years, including those named.

To ask the Secretary of State for Foreign and Commonwealth Affairs which of the aid projects to Nigeria agreed before December 1993 received funding in(a) 1994–95 and (b) 1995–96; and if he will make a statement. [3160]

Those funded in 1994–95 and 1995–96 were:

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will place an embargo on military equipment shipments in Nigeria. [2967]

[holding answer 30 November 1995]: On 20 November 1995 the European Union adopted a common position extending measures against the Nigerian military regime in force since 1993. These included a full arms embargo. We shall continue to strictly enforce all European Union measures against the Nigerian military and keep them under review in the light of progress towards civilian democratic rule.
