§ Mr. WattsThe Railways Act 1993 provides for passenger transport executives to submit to the franchising director a statement of their requirements for inclusion in the specification of services in respect of which the franchising director proposes to issue an invitation to tender. Such a statement shall specify the railway passenger services which the passenger transport authority considers it appropriate to secure to meet any public transport requirements within the relevant passenger transport area. The statement may also specify requirements with respect to the fares to be charged to persons using those services.
