To ask the Secretary of State for Transport what advice he has received from the Civil Aviation Authority regarding the earliest possible year under all conventional scenarios which they are now forecasting for Stansted airport to reach a passenger throughput of 8 million passengers per annum. The last detailed advice produced by the CAA was CAP 570 which was published in 1990. This indicated that Stansted airport was likely to reach a throughput of 8 million passengers per annum some time between 1995 and 2000. The report of—RUCATSE—the runway capacity to serve the south-east working group, which was published in 1993 and in which the CAA played a major role, forecast that Stansted would reach a throughput of 8 million passengers per annum soon after the year 2000.
