§ Mr. NorrisThe last detailed advice produced by the CAA was CAP 570 which was published in 1990. This indicated that Stansted airport was likely to reach a throughput of 8 million passengers per annum some time between 1995 and 2000. The report of—RUCATSE—the runway capacity to serve the south-east working group, which was published in 1993 and in which the CAA played a major role, forecast that Stansted would reach a throughput of 8 million passengers per annum soon after the year 2000.
