To ask the Secretary of State for the Home Department if he will place in the Library the documents relating to the procedures authorising the severance of hands from deceased persons in mortuaries, or elsewhere, extant in August 1989, stating the purposes for which such action was authorised, the criteria used for assessing its necessity, compared to procedures in situ, and the rank of those making decisions in respect of any individual case. [holding answer 18 April 1995]: I am not aware of the existence of any written procedures, extant in 1989, governing the removal of hands of deceased persons for identification purposes.
