§ Mr. LangSubject to the successful passage of the Environment Bill, I intend to appoint Professor William Turmeau, who recently retired as principal and vice-chancellor of Napier university, Edinburgh, to become the chairman of the Scottish Environment Protection Agency at an initial salary of £36,000 per annum.
