In 1993, following an experiment in three authority areas, we invited all local authorities to consider making byelaws prohibiting the consumption of alcohol in designated public places. Byelaws require the confirmation of my right hon. Friend and are already in place in parts of Dundee, Motherwell and East Kilbride. Many other authorities, including Renfrew district council, are working up proposals.
