To ask the Secretary of State for the Environment how many properties in(a) the council sector and (b) the private sector in Liverpool are classified as substandard dwellings. [18946]

Local authorities are requested to provide information on dwellings in their area which are unfit—that is, fail to meet all the fitness criteria in section 83 of schedule 9 of the 1989 Local Government and Housing Act—in their annual housing investment programme returns.

The latest available data relate to 1 April 1994, at which time Liverpool reported 3,393 unfit local authority dwellings in its area—8 per cent. of total stock—and 18,000 unfit private sector dwellings—excluding housing association dwellings; 15 per cent. of total stock. The private sector figure is based on a sample survey carried out in 1992.
