§ Mr. Robert B. JonesThe total contribution of the area cost adjustment to standard spending assessments rose by 7.9 per cent. between 1994–95 and 1995–96. In 1994–95, however, the SSA for the receiver for the Metropolitan police was based on his budget. This included those extra costs which, from 1995–96, are reflected in the area cost adjustment. Excluding these, the increase in the total area cost adjustment contribution was 1.3 per cent. This compares with an overall increase in SSAs between 1994–95 and 1995–96 of 2.4 per cent. The projected increase in the GDP deflator for 1995–96 is 3.25 per cent.

§ Sir Paul BeresfordStandard spending assessments are the Government's assessment of what revenue local authorities need to spend in order to provide a common level of service. There is no direct relationship between SSAs and the ability of an area to match EC grants which are predominantly grants towards capital expenditure.
Matching funding for such grants is available from a variety of sources including domestic public expenditure programmes, UDCs, TECs, and the private and voluntary sectors as well as from local authorities' own resources.
