To ask the Secretary of State for Transport what progress is being made in discussing the proposal put forward by George Livanos for a worldwide registration of ship accidents; and what consideration the International Maritime Organisation is giving to the proposal to establish a database on casualty statistics and investigations of shipping accidents by the sub-committee on flag state implementation. Neither we nor the International Maritime Organisation have any record of Mr. Livano' specific proposals. The IMO sub-committee on flag state implementation is working to the construction of a casualty database as a matter of priority. A correspondence group has been established to develop the work intersessionally and will report to the next session of FSI in February 1996.
