Whether the photo-identity card scheme envisaged for vehicle drivers is going ahead as planned, or whether it is being delayed until a national identity card consultation exercise has been carried out.

New plastic credit card style driving licences with a photograph will be introduced from 1 July 1996. The consultation on a national identity card will not affect that.
