§ The Countess of Marasked Her Majesty's Government:
Whether the principles of the Nuremberg Code (1947) and the Declaration of Helsinki 1964 as amended by the 29th (1975), 35th (1983) and 41st (1989) Assemblies have all been accepted by the Government of the United Kingdom, and whether these principles apply to members of HM Forces volunteers as well as to civilian volunteers for medical research.
§ The Parliamentary Under-Secretary of State, Department of Health (Baroness Cumberlege)United Kingdom arrangements for medical research volunteers are based on the principle of informed consent. This principle is at the heart of the Nuremberg Code of Ethics of Medical Research and the World Medical Association's Declaration of Helsinki. This declaration of 1964, as amended in 1975, 1983 and 1989, is reproduced in an annex to the Department of Health's guidance to Local Research Ethics Committees. Its principles are equally applicable to civilians and members of Her Majesty's Forces.
