Mr. Morgan

To ask the Secretary of State for Wales, pursuant to his answer of 19 October,Official Report, column 251, whether the chairman of the Welsh Development Agency discussed with the board members of the agency his intentions to take up a directorship of Development Securities plc; and if the discussion was minuted as recommended in paragraph 35 of the Caines report mentioned in his statement of 19 October 1993, Official Report, column 147.

[holding answer 25 October 1994]My understanding is that the chairman declared his interest at a WDA board meeting and this was minuted.

To ask the Secretary of State for Wales, pursuant to his answer of 19 October,Official Report, column 251, and with reference to the recommendations contained in paragraph 35 of the Caines report of October 1993, what proposals he has to strengthen the guidelines for directors of the Welsh Development Agency regarding the proposed directorships of property companies with property interests in Wales and other companies with possible conflict of interest implications with the work of the agency.

[holding answer 25 October 1994]The rules on conflict of interest are already clear. The code of best practice for board members of public bodies, prepared by HM Treasury was issued to the agency in July of this year by my Department.
