§ Mr. BaldryMy right hon. Friend the Foreign Secretary discussed the outcome of the recent EU troika visit to Rwanda with his European colleagues at the EU Foreign Affairs Council on 4 October. There was broad agreement on the need for continuing humanitarian aid, for short-term rehabilitation programmes to encourage the return of refugees and for longer-term resumption of development co-operation.
