Not all the surveys were primarily focused on public opinion. Objectives:—The aim of this postal survey was to assess the extent to which witnesses of crime were harassed and intimidated and to find out if witnesses were satisfied with the police response. Two public surveys were carried out: one by internal staff, the other by an external contractor. Both surveys were more concerned with obtained peoples' experience of intimidation than their opinions.
