§ Mr. Douglas HoggThe Conference on Security and Co-operation in Europe—CSCE—Review Conference began on 10 October in Budapest and will end on 2 December. It will be followed by a CSCE summit on 5 to 6 December. It is our objective to develop the CSCE as the European instrument of choice in early warning, conflict prevention and resolution, especially of disputes affecting minorities. We are working for decisions at the summit which will promote security and stability in the CSCE area and strengthen co-operation between all participating states.
