To ask the Secretary of State for the Home Department what percentage of prisoners are held in establishments where prisoners are unlocked for a total of at least 12 hours on weekdays.

Responsibility for this matter has been delegated to the director general of the Prison Service, who has been asked to arrange for a reply to be given.

Letter from Derek Lewis to Ms Joan Ruddock, dated 24 October 1994: The Home Secretary has asked me to reply to your recent Question about what percentage of prisoners are held in establishments where prisoners are unlocked for a total of at least 12 hours on weekdays. At the end of September 1994, 36.4 per cent. of the prison population were held in establishments where prisoners are unlocked for a total of at least twelve hours on weekdays.
